Steve Andersen, PE, President

Mr. Andersen is in charge of overall operations of the firm. Over the past 20 years he has worked for both large national engineering firms as well as local firms. His design experience has ranged from large water treatment plants to 9 unit subdivisions. He has had sole responsibility for project budgets of over $1.6 million and has been a key team member on the design of capital upgrades exceeding $185 million. He also has held project responsibility with fees ranging from $500 to $5,000 and is sensitive to the unique budgetary constraints of the smaller project.

He has extensive work experience on stormwater management and monitoring, working on stormwater pollution control through the use of BMPs, and modeling and permitting stormwater conveyance systems.

He has performed environmental due diligence on a range of industrial and commercial properties including phase 1 assessments.

He has extensive water and waste water design and permitting experience including ground water and surface water treatment, DBP control, distribution system modeling, and advanced water treatment technologies.

Prior to purchasing Cardinal Engineers, Mr. Andersen was Senior Engineer at MACTEC consulting (formerly Law Engineering). Mr. Andersen also worked with Black and Veatch for 12 years as Project Manager. His work has taken him from the coastal plains of Southern New Jersey to the sea islands of North Florida.

Mark Floss, PE

Mr. Floss comes to Cardinal with 17 years experience as a municipal engineer. He is our resident roadway/transportation expert and has extensive permitting experience.

His background as a former assistant public works director, licensed class A water distribution operator, and project manager for municipal maintenance projects gives him the insight to produce designs that provide the most value to the client over the life cycle of the improvement. They also enable him to anticipate regulators' concerns and smooth the permitting process.

In addition to his extensive roadway and stormwater design experience, he has had done extensive work with parks, hiking trails, and other public amenities that make a community desirable.
